well at my parents and uncles wedding and a family friends wedding it was mainly the hubby, with input from the wife to correct him lol, i was only old enough to remember one of them but i do have vid of my mum and dads

couldn't help you their - im not giving them anything, i know it might sound mean, but after getting their shoes, dress, flowers, hair , make up, mani and pedi and jewelery (all of which they can keep) i really dont have any more money left that i could get them thank you gifts for - and since only one out of the 4 deserve thank you gifts they will not be getting them

Right, traditionally: the Best Man speaks on behalf of the groom, to introduce him to the bride's family, and the father of the bride speaks on behalf of the bride to introduce her to the groom's family. These days this obviously equates to just making humorous speeches about them, since they've likely been introduced by then! Then the groom speaks on behalf of the couple to thank everyone for coming, for helping out etc. If there are thank you gifts they're given then.
A fair and common twist is, of course, that the bride hands out those, though, since frequently she's the one who knows where they're going and to whom. But, it doesn't massively matter - it's a tradition that can be adapted as you see fit.

I thought it was the groom, but to be honest my H2B is soooo nervous already about speaking infront of everyone that we have spoke about me doing it, as i will have gifts for the parents as well as bridesmaids and pageboys... they are personal to me as well....

like heggy has already said traditionally it is the groom as in his speech he is suppose to include thank you's to members of the bridal party ( Parents / BestMan / Bridesmaids and Flowergirls etc) so it is the perfect opportunity to hand out those gifts x

We are giving the wedding party their gifts on the morning of the wedding and the parents flowers will be given during the minimal words our best man will say!
